COUNTIES WITH THE LOWEST PERCENTAGE OF THEIR 2000 PRESIDENTIAL VOTE FOR GEORGE W. BUSH

Most of these counties are highly urbanized, though Shannon County, South Dakota, contained within the Pine Ridge Indian Reservation, and impoverished Jefferson County, Mississippi are notable exceptions. Whites generally make up a small percentage of the population in these counties.
